Govern your country straightforwardly:
Deploy your army cunningly:
Don't interfere with your neighbours.

    How do I know this? Because …
Too many rules make a country poor.
Too many weapons make a country chaotic.
Too many factions make a country ungovernable.

The more laws: the more villains.

    Therefore the master says:
I act disinterestedly: others find their way.
I limit my power: others self-correct.
I don't interfere: others grow rich. 
I act without desire: others return to nature.
